The program was working fine, but now I'm getting the error "505 permission denied" from both the client and in the Current Stream Info of the main page. I can't imagine it's a permissions problem or the program would not have worked from the beginning. The program itself comes up and is readable so I know it's not a configuration or path problem.

Maybe is a problem of bandwith, have you exceded your quote? ;)

May be also:

1) Your hosting have the php fopen wrapper for http disabled (it's an ISP settings, you can't do nothing to solve...)

2) Your server is a "virtual server" : there is a proxy?
